Job Summary Responsible for the overall planning, organizing and execution of IT functions at CAP Tulsa, including but not limited to IT procedures and policies, budget, network architectures, application development, data warehousing, data security, user support, desktop and server support, and IT procurement. Directs all IT operations to meet internal and external customer requirements as well as the support and maintenance of existing applications and development of new technical solutions. Formulates strategic direction in keeping with the overall organization mission, with executive and board guidance; provides overall guidance to management. Establishes functional policies and makes decisions, within overall strategic direction, with top management guidance. Solves complex technical or strategic problems; applies technology or business approaches in new ways; develops and recommends new alternatives. Regular interaction to communicate or negotiate important agreements, requiring considerable tact, sense of timing and the ability to engender trust, plus sensitivity to diverse audiences.
Responsibilities/Essential Functions · Direct functions and provide strategic direction for all Information Technology functions. Successfully lead and partner with employees, management and executives, across the agency to achieve a high degree of effectiveness and organizational alignment. · Defines, resources and implements the IT infrastructure strategy including the support for hardware, application development, desktop and user support functions. Responsible for determining current and future infrastructure needs. Directs operations in executing production tasks according to a documented schedule that meets or exceeds customer expectations. · Design, develop, and maintain an efficient and secure technology infrastructure. Defines and communicates IT security procedures; identifies and implements tools to prevent unauthorized access and monitors adherence to standards. · Manage the design and implementation of systems used for managing data such as data warehouses, data stores, and other business intelligence systems. Responsible for maintaining and monitoring the data systems to ensure they meet organizational requirements. · Identify and propose new information technologies and systems to improve business processes and decision making. · Develops IT disaster recovery and resumption plans for the organization. Directs the implementation of data models, database designs, data access and maintenance codes. Establishes policies for resolving database performance, capacity and replication issues. · Lead development, preparation, and management of the IT department’s annual budget consistent with CAP’s annual operating and strategic plans. · Provide leadership and project management to all IT functions, including IT support for headquarters office, remote sites, and co-location facilities (such as F&CS, TPS, UPS), and to projects that range in scope from departmental to agency wide. · Work closely with Executive Leadership and Directors to assist with determining hardware and software needs. · Perform other duties as assigned or requested.
Required Education/Experience · Bachelor’s degree in Information Technology, Computer Science, Business Management or related field · 10 years of experience in progressively higher level roles relating to computer technologies · Experience in implementing effective and innovative software development methodologies
· Must have proven successful interpersonal relationship skills to maintain effective and satisfactory working relationships with intra-department and inter-department staff, vendors, clients, visitors, and contractors.
· Ability to follow oral and written instructions with ability to read, interpret, and present information efficiently and effectively. · Must be able to accurately audit records and ensure compliance with written or oral guidelines.
· Ability to take initiative, multi-task and work well under pressure.
· Must maintain strict confidentiality of extremely sensitive data, records, files, conversations, etc.
· Intermediate-Advanced MS Office skills, working knowledge of accounting and budgeting practices.
· Advanced organizational skills, efficiency skills and excellent attention to detail with a demonstrated commitment to completing assignments on a timely basis.
Essential Physical & Mental Requirements Employee is subject to standing, stooping, walking, lifting, and carrying objects throughout daily job performance. Work is a normal office environment. Intermittent effort involving lifting of amounts between 5 and 25 pounds required. Work requires moderate attention to detail and deadlines between 15% and 45% of the time. Driving is required intermittent.
